sql server connect : SQL Server connection problem

My company's network is like this:
T1 - router - hub - firewall - switch

The web server with SQL Server is connected to the hub with static IP. And
all other computers are connected to the switch with dynamic ip. The problem
is: when other computers attempt to connect to the SQL Server remotely in
DTS, with SQL Server authentication, it has the following error messages:

Error Source: Microsoft OLE DB Provider for SQL Server
Error Description: [DBNETLIB][ConnectionOpen ((Connect()).]SQL Server
Context: Error during initialization of the provider

In my case, the web server is not behind the firewall, i have no idea what's
going on. Any advises??

I have installed SQL Server 2000 ,when i am trying to uninstall it.It
prompts that unistallation file is missing.
I have to uninstall the server.Any help is greatly appreciated.
