sql server connect : SQL connectivity restriction

Is there any way to restrict user from using a certain
protocl / access method to connect to SQL Server 2000 on
server side?

Like, I want USER A to connect with ODBC only while I
want USER B to connect with DB-LIB only.

AFAIK you can't do it directly, but you might consider using application
roles. Check the "Establishing Application Security and Application Roles"
topic in Boks OnLine it this can help you.
