From the machine where PowerBuilder is installed, can you connect to the
SQL Server from Query Analyzer or OSQL.exe?

Are you positive the login/password specified are valid? Make sure that
when you test from QA or OSQL you use the same login/password and
authentication method (sql or windows) that you used from Powerbuilder.

It's possible it's really a timeout message.
If Powerbuilder lets you set a connection timeout value, will you
eventually connect if you set the value really high?
