sql server connect : SQL Server 2000 SP3a and Windows Server 2003

I have a Windows Server 2003 Standard that I have installed MSDE with SP3a
on. This server is running only as a file server on a workgroup, no Active
Directory, DNS, or DHCP servers are running. I can connect to SQL locally
with no problem. When I tried to connect a Windows 2000 workstation at first
I got this error, "Specified SQL server not found". I then updated MDAC to
2.8 and now I get the following error "SQL Server does not exist or access
denied."
I have shutdown all software that I could find that may have blocked the
connection and I have tried using the IP addess. None of this works.

MSDE with SP3a turns off network connections by default. You can switch them
back on by running svrnetcn.exe in Program Files\Microsoft SQL
Server\80\Tools\Binn\ on your MSDE machine and enabling one of the network
protocols (TCP/IP is the usual choice).
