Hello.
I need a way for a portable computer to access an sql
database while not connected to the network.
Could SQL Personal Edition be the solution?
How can I get it?

Depending on your licensing needs (redistribution and/or built-in
administration tools), you can either use SQL Server 2000 Personal Edition
or SQL Server 2000 Desktop Engine (also known as MSDE).

If you purchase SQL Server 2000 Standard or Enterprise Edition, you will
automatically receive Personal Edition. You cannot purchase Personal Edition
separately.
