sql server dts : SSIS with an user without sysadmin-right

We build a program in C# to run SSIS-packages on SQL Server 2005. This
program generates packages and starts the packages, but the execute on SQL
Server for the packages only works, then the user has the right of sysadmin
on SQL Server 2005.
We found some informations about this problem under
http://msdn2.microsoft.com/en-us/library/aa337083.aspx
but our problem still exists : We want to have an user on SQL Server with
the right only to execute the packages generated by our program.

No, sorry, It's an other problem. We have the problem by using the
functionalaty out of our program (using the .NET-Framework functionalities)
when the user is not sysadmin on our SQL Server.
