I got error when installing MSDE -- sql server msde

I got a message when I type in :

setup SAPWD=abc SECURITYCODE=SQL

and setup the MSDE, there is an error said
"Unable to determine system default collatution."

check MSDN knowledge base article 823466... may be able to help... also
check knowledge base articles for "Unable to determine system default
collation", there were several articles... :)
