Nope. As long as you don't deploy the tools with the MSDE application.

SQL Server team in the past :D ... and yes he does not work for a Small
Business company :D:D
but his point is "clear"..
this is one of the reasons I wrote my onw management tool (you can
eventually download for free from the link following my sign.) as I do
personally not claim for legal troubles with this "non Small Business"
company :D
