You may try the following steps and see if it is helpful:
1. Open Control Panel->System.
2. On the advanced tab, click Performance options, and under virtual memory
click change.
3. Under registry size, type a new registry size.
If this does not help, it can be a permission issue. we may run the
particular utility "regedt32" manually to add the value:
HKLM\Software\Microsoft\MSSQLServer\Client\ConnectTo
Since this utility requires permission to the registry, we can make sure
whether or not the logon account has the permission to create the value
entry. We may grant full control permission and then install SQL Server.
