Well, this situation is familiar.
Let's assume you installed your Instance only and after completion of this
setup you wanted to install SSMS.
When you restart the setup and choose only SSMS, setup would arise this same
error as in your situation. I do not know exactly what would the most
correct action be in this situation but you could install a new instance
with the tools you want to setup and after setup you could uninstall only
that instance if it is not necessary.
