I'm not sure what you mean by a "stored procedure delivery channel". Can you
clarify?

In general, you configure delivery channel arguments in the configuration
file. When you declare a delivery channel, the <DeliveryChannel> element
includes an <Arguments> element that allows you to specify a set of
name/value pairs that get passed to the delivery protocol at runtime.
