sql server notification services : notification service access

I am basically new to sql server 2000 within the last 6 months. At my small
company, I was told that they want me to sent out alerts for reasons like a
database has reached 80% of its maximum capacity. I am suppose to setup
backup and restore procedures.
To do this work using enterprise manager, it looks like only the "SA" has
access to scheduling jobs and setting up alerts.
When I took a sql server 2000 programming class, I believe you were told
to try to setup roles as DDLADMIN. Will DDL Admin allow me the kind of access
I want to see? If so, eneterprise manager what are the check boxes for the
DDLADmin role?If not, what other roles in addition to SA will allow me to
