Where to start....well, I'd suggest starting with BOL from the MS site.
It has a walkthrough example that steps you through the process of
developing a NS instance and application. It's actually pretty good. The
product also comes with several examples that you can use to get more
acquanted with NS (flight, realtor, etc). Look at those and figure out
what they are doing.

And of course there are a couple of books you can buy if you'd to
supplement BOL. Shyam Pather has a great book that every serious NS
developer needs - Microsoft SQL Server Notification Services from Sams.
It's a 600+ page book that'll go into detail of how NS is designed to
work.

Rational Press, The Rational Guide to: Notification Services, that's 170
