Services failing to start is frequently related to permissions
problems. So that's where I'd start looking; however I'm certainly no
SharePoint expert. You'll probably have more luck finding a solution
in one of the SharePoint newsgroups.

microsoft.public.sharepoint.portalserver
microsoft.public.sharepoint.*
This newsgroup is dedicated to the Notification Services add-on.
BTW - The more detailed you can be in your question, the better.
Consider including any Event Log errors, etc, in your post.
