sql server notification services : SentTime is incorrect

What can you do in a SSNS 2005 app to control the timestamp on the
Notifications records? I am looking at a time for each entry that is by 12
hours.

Plus I noticed that my scheduled subscriptions are wildly off of the time I
think I'm submitting in my subscription application. I started off by using
sample code from the newsletter example. As I look into the database table
for scheduled subscriptions, I'm not sure how to translate the tzid value in
the schedule field.

I am beginning to grasp that most things are in UTC. no problem.
still cannot figure out my scheduled subscription though.
