sql server replication : Transactional Replication

One more doubt , after applying the backup on the failed server ,
subscriber should be updated by the publisher server since the failed
server is already a subscriber & publisher server is safe.

I have one publisher & two replica servers
one of the replica server has gone down.

Here the question is do I need to create the publication again or just I
need to enable the subscribtion on the failed replica server.

Have a look at 'Backing up and Restoring a Subscription Database' in BOL
(mk:@MSITStore:C:\Program%20Files\Microsoft%20SQL%20Server\80\Tools\Books\replsql.chm::/replbackup_4cku.htm).
The main issue is that there might have been transactions in the
distribution database which have now been removed - it all depends on the
retention period you've set.
