sql server replication : Failed to Enumerate Changes in the Filtered Articles

We are receiving this error message when starting a merge agent.

Publisher/Distributor is MSSQL 2000 SP4.

Subscribers are MSDE 2000 SP4.

The error message in the Agent is "Syntax error near '-'"

Last command: create table #belong_agent_-1893386031 (tablenick int NOT
NULL, rowguid uniqueidentifier NOT NULL,generation int NULL, lineage
varbinary(255) NULL, colv varbinary(2048) NULL)

All of the information I have found on this error suggests that it is a
SQL Bug that was fixed in SP4. Have verified that the
Publisher/Distributor and the Subscribers are running SP4.

Anybody know what else could be causing this and how to correct it?
Replication was working fine for quite some time before the merge
agents started getting this error.

Merge Replication with Distributor configured on Publisher. 4 anonymous
subscriptions, all experience this problem on 100% of merge attempts.

Any help is greatly appreciated!

There have been some instances where sp 4 does not apply completely. Can you
check the binaries to verify they have the same date stamp and size with
another installation with SP 4?
