sql server replication : how to do web replication?????

We have a SQL Server 2000 for web reporting purposes. SQL Server is
maintained by a hosting domain. Owner of domain has given us IP to
access the SQL Server. Now whenever our developer want to make some
changes in database or stored procedure , they do it by accessing sql
server instance on the web and then make the desired changes. Now
accessing SQL Server on web is very slow process and some time when
domain is not available , all reporting software go down even for days.

So, now we want to replicate the sql server (hosted by domain) to our
local SQL Server on the LAN so that our developer can work on it
locally and in case if web domain is not available we can make local
SQL Server online, we have got enough bandwidth for that.
I have done replication on LAN but have no idea for web replication.
So please help me in this regard that what should I do?
