Hello Darren,
I understand that you'd like to prevent conflict tables from getting
cleared when the snapshot runs.
Based on my research, this behavior is by design and conflict table gets
created as soon as the snapshot is processed and delivered. I have see
situations where the conflict table was not created when delivering the
snapshot. When the merge agent requires a conflict table for a published
table, it will try to create the conflict table again. If it does not
happen when applying the snapshot, consider that it may have had a problem
creating the table for some reason.
The current workaround is to backup the data from the conflcits tables and
them restore the data once the snapshot agent has successfully generated
the new snapshot. You may want to adjust the snapshot agent schedule
accordingly.
I understand that sometimes it's necessary to keep the content of confict
table in case of any data lossing. Your feedback on this is routed to the
proper channel. Also I encourage you submit via the link below and our
product team would like to hear your voice:

know. Thank you.

where an initial response from the community or a Microsoft Support

up response may take approximately 2 business days as the support
professional working with you may need further investigation to reach the
most efficient resolution. The offering is not appropriate for situations
