The issue is caused by an incomplete install.
Try to reinstall from the same package that installed too place
Dev or Pro

It will either let you update if the install is not complete or if it is it
will allow you completely remove it.
If allows only update , go through update
Try the install again and remove.
It will provide with cleanest/complete remove possible.
