sql server reporting services : A couple newbie questions: page breaks & grouping

I've got a few questions regarding my task of creating a collection of fax
reports. I'm gathering I might be attempting to use the wrong tool for this.
Please indicate if this perception is correct.

Specifically:
I need to produce a 2 page report in which the first page is the fax cover
sheet, and the second page is the actual report.

Questions:
- How can I set a hard page-break in the report to accomodate the fax cover
sheet I need? The only info on page breaks I seem to be able to find
relates to conditions/expressions. Is this possible?

- Can I set up report groupings without using a table? I need to have the
data fields in flow with what is essentially a form-letter so a table won't
work.

It would appear that a rectangle with a page-break will allow me to get the
2 pages I need.

Still need a pointer on establishing a grouping on a page by page basis
instead of in a table.
