I know you can make this work using this approach:

....but my problem is I have additional parameters to my report and when I
click a header column they are not being supplied so I get a blank page. How

You need to add the report's additional parameters (as straight
pass-through) to the Drillthrough action.

E.g. Parameter: City Value: =Parameters!City.Value
