Reporting Services 2005 installs something called SQL Server Business
Intelligence Development Studio which is built on top of Visual Studio 2005.
Visual Studio 2005 will handle conversion from the 2003 solution format to
the 2005 solution format. Individual reports must be double-clicked on to be
converted into the new format. Once a solution or report is converted to the
new format, it cannot be opened in Visual Studio 2003. So the answer to your
first question is that you cannot create reports that are backwards
compatible but you can upgrade existing reports. The answer to your second
question is that you cannot create or maintain reports from RS 2005 in VS
2003.

In addition, RS 2005 uses the 2.0 framework instead of 1.1. This means IIS
gets upgraded to support 2.0. RS 2005 can use a SQL Server 2000 database for
its object/metadata store but you still need a 2005 license.
