Can SQL Server 2005 Express Edition be set up on a local PC to work with RDL
files? In other words, will there be a way to install and set up reporting
services with Express?

The launch version of SQL Server 2005 Express Edition won't have
Reporting Services functionality.

Sometime in 2006 (mid year??) some sort of update of Express will be
released with limited RS functionality.
