Reporting Services is SQL Server as far as licensing. Consider it like
Office. Office consists of Word, Excel, Access, etc. So let's say I have an
Office license. The next version of Office comes out and all I want to
upgrade is Excel. Well, you need the license for the next version of Office.
It is the same thing here.
Anywhere RS (server part) is installed you need SQL Server license for the
version you are running. If you are using a web farm with 5 servers with RS
installed, then you need 5 SQL Server licenses. If they are running 2005 you
need the 2005 license.
Note that RS is treated the same as other products that come in the box like
Analysis Services. I can't put Analysis Services on another box without a
license for it.
