We are considering reporting tools - does MS Reporting Services have
end-user report design capabilities?

No, not in SQL Server 2000. But there will be one in SQL Server 2005. You

As you probably know, the code for RS reports is xml. RS reports are
assigned an extension of rdl which stands for report definition language. At
present, you can create rdl's with visual studio as well as with 3rd party
tools. Microsoft partnered with 3rd parties to create rdl tools and actually
acquired one to incoporate with SQL 2005/Yukon. I looked at this some time
ago and if I remember correctly there is a list of partners and the tools on
the Microsoft web site.

I saw a webcast of the tool that will roll with Yukon. It looked really
good. In addtion to the reporting functionality, it included capability to
build structure similar to what Micro Strategy builds or like the BO universe.
