sql server reporting services : Toolbox grayed out

I have a report to which I want to add a text box but the toolbox is grayed
out. Anyone have any ideas as to why?

Were you able to do this successfully before? Did something change on your
system recently?

I just installed Sql Reporting Services yesterday. For some reason, after I
closed the IDE and reopened it, the toolbox was working. I have no idea why.
