sql server reporting services:
For report design, either Visual Studio .net or Visual Basic .net is
required. Since one costs much more than the other why would I buy Visual
Studio and not Visual Basic is I only need it for SQL Reporting Services?

So if I don't have VS.Net or VB.Net, and the only thing I want to do is
design SQL RS reports, all I need is VB.Net. And I would not be limited in
terms of report design?

You shouldn't. RS just needs any version of VS (VB.Net ships with a version
of VS). If you had VS for some other reason then RS works with it. If you
already have VS then get the cheapest version you can (VB.Net). RS 2005 will
integrate with VS 2005 but if you don't have it then it comes with an IDE
for development (which is a version of VS). So this requirement will be gone
with the next version.

Very definitely. For two reasons. 1. Everything needed to design reports
comes with RS. and 2. If you want to add code behind report or write your
own custom assembly then VB.Net allows you to do that. You can write code
behind without VB but I quite often have a test VB winapp that I test out
snippets of code before putting them in code behind reports. I very seldom
write any VB code for the reports but when I do it is handy to write and
test first in VB.
