I have a table in side of a table and need to be able to capture the row
height of each group from the outer table, so that I can make sure that the
inner table height is the same.

Row height is not a property which is exposed... You can only get to it in
the Properties box of the dev environment or through the RDL. ( and perhaps
the API, which I am not familiar with.)
