sql server reporting services : The underlying connection was closed: Could not establish secure channel for SSL/TLS.

I'm working on my Dev machine today and am trying to run some SSRS reports,
but SSRS is getting errors. So I tried to open up report manager and I just
get an Error Page with this msg:

The underlying connection was closed: Could not establish secure channel for
SSL/TLS.

Im not running SSL on this machine and never have. all was fine last week
The only think I can think of that I've done since the last time all was OK
was I installed RoboHelp Office X5 for .NET and its server component,
another tool called HelpStudio, and re-installed VSS.

I totally regret buying and installing RoboHelp and strongly recommend
everyone stay away from it as they have put the product into SunSet, and lot
of other reasons that I wont get into here. Anyway, RoboHelp has but in the
setup file where the only way to install the app is to let it install the
Framework 1.0. so I uninstalled my current version in an effort to avoid
corruption of installing an older version over the current version. I
installed robohelp. then I uninstalled the Framework 1.0 it installed (as I
have no confidence in what they do now). Then I reinstalled the full
framework and all SPs and hotfixes. Actually, I went through this gyration
several times and on the last round I might have just kept the framework 1.0
from robohelp, and then continued with windows update to upgrade it to 1.1
and all SPs and hotfixes.

Could this 'cluster-muck' with re-installing the framework have cause some
issues with SSRS?

Any other Ideas?

Hello,

The following KB might be helpful. Please disable FIPS via group policy to
test the situation:

811834 PRB: Cannot visit SSL sites after you enable FIPS compliant
cryptography

If the issue persists, please check the following configuration:

REPORTS Virtual Directory
================
Virtual directories Tab:
- local path = "C:\Program Files\Microsoft SQL Server\MSSQL\Reporting
Services\ReportManager"
- Application Name = "Report Server Interface".
- Change Execute Permissions from "Scripts Only" to "Scripts and
Executables".

Documents Tab: Remove all default documents and add "Home.aspx" as a
Default Document.

Directory Security Tab: Authentication and Access Control, Edit button,
uncheck "Enable Anonymous Access" check box.

REPORTSERVER Virtual Directory
====================
Virtual Directories Tab:
- local path = "C:\Program Files\Microsoft SQL Server\MSSQL\Reporting
Services\ReportServer"
- Application name = "Report Server".
- Change the Execute Permissions from "Scripts Only" to "None".
- Click the Configuration button on the Virtual Directories Tab. Since this
is IIS 5.0, remove all Application Mappings and add an Application Map with
Executable set to
"c:\winnt\microsoft.net\framework\v1.1.4322\aspnet_isapi.dll", Extension
set to "*", Verbs set to "All Verbs", and the Script Engine checkbox is
selected.

Documents Tab:
Add the following Default Documents in this order.
default.htm
default.asp
index.htm
iistart.asp
default.aspx

Directory Security Tab: Authentication and Access Control, Edit button,
uncheck "Enable Anonymous Access" check box.

I am trying to apply the settings you have posted, but when I attempt to put
"*" in the Extension for Report Server, I get a yello 'help tip' that tells
me Wrong Extension Format.
