Can't Access Reports, Server App Unavailable, and Error and SQLServerAgent Can't Access EventLog Error EoRaptor013

sql server reporting services: Somehow or another, our http://OurSQLServer/Reports has gone south. On
the web interface we get this message:

"Server Application Unavailable
The web application you are attempting to access on this web server is
currently unavailable. Please hit the "Refresh" button in your web
browser to retry your request.

"Administrator Note: An error message detailing the cause of this
specific request failure can be found in the application event log of
the web server. Please review this log entry to discover what caused
this error to occur. "

In the event log we get this:

Event Type: Error
Event Source: SQLSERVERAGENT
Event Category: Alert Engine
Event ID: 318
Date: 10/12/2006
Time: 5:18:28 PM
User: N/A
Computer: ESIHM1WB2
Description:
Unable to read local eventlog (reason: The parameter is incorrect).

Googling the eventlog error shows no real answer from MS as to what
"unable to read local eventlog" really means. Indeed, I get the feeling
it doesn't mean anything -- that it's an error message thrown up when
other error messages don't apply.

In any event, if someone could help me figure out how to get our report
services back, I'd greatly appreciate it.

Thank you for your response.
Yes, I know a little something about permissions. As I look at the
page, it's pretty clear that this is a SQL Server issue. So, if it's a
permission issue, it has to be there. Unfortunately, the permissions
listed in the database are exactly the same for the three other servers
that are working just fine. We had some issues with the FrontPage
server extensions and I'm beginning to wonder about that.
