Sounds like SQL data permissions issue. If I understand correctly the user
is seeing text that is static in the report but no data from the dataset.
Is the dataset SQL a stored procedure, or a select statement. If it's a
select statement probably doesn't have access to read the tables. Try
loging onto query analyzer with the users credentials (or similar) and
seeing what data is returned.

Also, you could try to test on other client with your user's credential. If
you could access the report on other client, you may need to check the IE
security setting.
