No, you have to install it. It is on the install media but is not installed
automatically. Just like some of the other items in the suite of product
(analysis server for instance). Plus, you have to have IIS installed and
configured prior to install RS.
You can install RS 2005 only from the media and use SQL 2000 as its
metadata/object store. MS specifically allowed this because people are slow
to upgrade databases and they wanted to allow faster rollout of RS. You do
need a SQL Server 2005 license on any box running RS 2005.
You can also install RS on a box separate from the DB server (but you need a
SQL Server license on any box running RS).
