Is it possible to install the report designer on a development system
that is connected to a server with Report Services for SQL 2000?

Yes, during setup just select the designer component only. When you are
ready to deploy your reports just make sure you point the properties to a
valid RS install.

I tried to do that, the install blows up on two of WinXP development
boxes. I get a dialog error.

What does the error say? Check your EventViewer for the text.
And when does it happen? At the beginning of the installation, or at the
end?
