I have 3 layers off lists. The details list with two outer groupings. I
want the texboxes in the two outer lists to repeat on each page. The repeat
with doesnt seem to work. Does anyone have experience with this?

I had a similar problem back in January of 2006. Below is Microsoft's response:

Problem – You encountered an outstanding issue with the Reporting Services
product, wherein the RepeatWith property does not allow you to repeat a
control placed above a table, only repeating if placed beside the table.

Environment – SQL Server Reporting Services 2005 with Visual Studio 2005.

Root Cause (if known) – This is an outstanding issue with Reporting Services
2005. Microsoft has scheduled a fix for the problem in the next release of
SQL Server, which should be available in 18-24 months.


If you can, try placing your repeating controls next to your list (not above
it).
