dotnet clr : Can't get CLR debugger to work

Everytime I go to debug a simple Hello World windows form
application - the CLR debugger (dbgclr.exe) says "The
debugger cannot continue running the program. Unable to
start debugging. Unable to start program
'c:\helloworld.exe'. No such interface supported.' What
