Short answer is Yes.

Broadly speaking, the ARM cab files are used for the older Pocket PC 2002
operating system and the ARMV4 cab files are used for the Windows Mobile
2003 and the later WM2003 Second Edition. The Dell Axim X30 has the
WM2003SE.
