dotnet compact framework : sizeOf(CF)<2 MB, is this a constraint?

in the design of the CF, are there any size constraints for CF in order to
become a practical option for getting into mass market devices' ROM images?
if so, is this 2 MBs , if so why 2 MBs?

There are no constraints. CF 1.0 itself is < 2.0 MB, but that was just an
arbitrary goal set when development started. CF 2.0 is > 2MB and it's easy
to go larger if you have embedded resources like images.
