dotnet compact framework : "Not a valid Win CE program" error on Win CE 2.1

I wrote an application in .Net with CF 1.0.5. which runs perfectly fine on my
Win CE 3.0 machines but not at all on the Win CE 2.1 machines.
I know, I know; CE 2.1 is pretty old but I have 20 machines and I can't
upgrade right now.
I saw on a previous post that CF2.0 does not suppport CE 4.2 but CF 1.0 does.
Is there a similar restriction for CE 2.1 and If so, how do I upgrade or
change CF version?

That is correct. In fact even CE 3.0 is not supported by NETCF V1 except for
PPC 2000/2002 flavors.

Thus CE 4.1 is the lowest supported version for any NETCF version. NETCF V2
supportes CE 4.2 and above starting SP1.

I don't think CF 1 was supported for versions of CE before 3.
