dotnet academic: I'm not sure what happened... most likely something I did and probably above
is not accurate regarding how I lost the permissions; however, on the day
after I added my localhost IIS COM+ object and initialized it on the
network, I received a message:

MS Development environment has not been installed for the current user.
Please run setup to install the application.

IIS still works, as does the network application. I also tried installing
Windows Installer 2.0 (for VB6). It was the last installation I performed
on the machine prior to losing my permission. Is there a chance that two
localhosts on the network are causing my trouble or is it more likely to be
lack of synchronicity between Windows Installer 2.0 (for VB6) and Visual
Studio 2003?

Interestingly, I went to repair the installation and the installer has
notified me that the installation failed. Apparently the combination of
Orca and the Windows Installer over the top of Visual Studio has initiated a
failure. I don't think changing permissions has caused this (we changed
over our server to a T1 and brought in outside help to set it up - the ip
addresses and some of the permissions have changed). Is there an address
available to report this?
