I believe I answered this in your other thread, but, you'll need to download
and install the .NET Framework. It's free.

Please read my post in your other thread. Installing the .NET Framework on
the target (for your application) PC will work *only* if the application is
properly deployed. You *cannot* simply copy a VB.NET solution folder to a
different PC and have that solution work if the development tool (VB.NET in
your case, per your earlier post) is not present. This is not something new
in .NET, VB projects have been like this since VB3, IME
