I keep receiving this error message whenever I try to start a new Visual

Has your Visual Studio or Visual Basic (edition and version not stated) ever
worked correctly?
If not, I'd suggest that you try a repair install. If that is unsuccessful,
a complete uninstall/reinstall may be necessary.
If it did work correctly in the past, review any changes to your system
since installation, software or hardware. Is your system protected from
viruses, trojans and other malware? Scan for malefactors that could be
disrupting your system.
Please post back with the edition and version of your IDE, so that more
specific advice can be provided.

It has worked for me on a previous hard drive, but since I got a this new one
it hasn't. I have tried uninstalling and reinstalling and neither worked.
The version is 7.1.3088 and .net framework is 1.1.4322 sp1. If you have any
ideas let me know.

How did you move the product to the new hard drive?
You can try the manual procedures here to thoroughly uninstall the product
manually, then reinstall:
