dotnet academic : VB.NET: Must be a member of debugger users group

I have one student who cannot debug his Visual Basic .NET programs.
For every one else, it works just fine. However, he gets the error
"Must be a member of debugger users group."

The OS is windows xp.

I ran secpol.msc, and looked under the user rights assignments, and
under Debug Programs it says local setting: administrators effective
setting: administrators. Now, none of us are administrators, yet no
one has problems debugging but him.

What could the problem be here? Thanks.

I'm not sure if this will help you, but where I teach, out lab staff takes
all the student ID's enrolled in classes that use Visual Studio and makes
them members of both the developers and debuggers users groups. This allows
the students full access to Visual Studio without making them
administrators. Is it possible that the student in question was not added to
these groups because of late enrollment, etc.?
