I turned my computer off last night, and when I turned it back on today the
start menu was at the top of the screen instead of the bottom! It's working

OK, I'll assume you're referring to the Windows Start Menu?
If so, are we talking about XP, 2000, Vista, etc.?
Is it just the Start Menu or the entire task bar that has moved to the top?

Pending your response to my previous, and assuming Windows XP:

Right-click on the taskbar. If there is a checkmark beside Lock The Taskbar,
click on that selection to clear the checkmark.
You should then be able to drag the taskbar to the position you want.
