dotnet academic : Ping OK - site timeout

I have no idea where to start looking for this problem.
I have two PCs connected by Ehernet cable. Sharing appears OK. The slave
PC can only access some web sites, timeouts on the rest. Pinging works fine
on all web sites. e.g. www.ebay.com.au timeouts but pings successfully.

What happens if you make the current slave PC the master? Does the timeout
problem persist on the PC that is now the master? Does the problem now
appear on the PC that has been made the slave, or does the problem go away?
When you respond with test results, please provide OS version and patch
level as well.
