What do you see if you look at the content of the CD in Windows Explorer?
Are the drive and the media recognized?
If so, try to find a file named setup.exe and double-click on it. Does that
start the program?

OK, then you need in-person tech support that cannot be supplied via a forum
such as this. I suggest you find a competent local tech and allow the tech
to analyze your PC's issues.
