dotnet drawing api : Transparency Woes

I need to animate graphics over a large.jpg set as the forms background.

Reloading the image each time the animation moves is not an option as it
takes too long.

I thought drawing on a transparent panel would be the answer indeed it works
with a non transparent panel but not with a transparent one.

The drawing code uses CreateGraphics in the mousemove event. With a the
background color set to transparent the event isn't even triggered !?

Also if i use graphics.clear(color.transparent) then panel turns black

Any ideas ?
