I have Windows Vista Home Basics. I am using a emachines W3262 (Idon't know
if that matters). Sometimes my computer starts running hard. I went under
Task Manager and nothing shows up except Explorer.EXE is using 50% CPU.
Since I can't turn it off, what else is there to do?

For starters, you need to ask this question in an appropriate group.
This group is a bunch of software developers and architects discussing
performance of the .NET framework. You won't get good answers here
about unrelated topics such as the performance of particular operating
system configurations. Try, perhaps,
microsoft.public.windows.vista.performance_maintenance.

Good luck (in my personal opinion -- with Vista, you'll need it!),
