dotnet setup : Cannot access to ASP.Net QuickStarts

I installed .NET SDK v1.1. When I click samples and Tutorials, The page
C:\Program Files\Microsoft.NET\SDK\v1.1\Samples\StartSamples.htm appears.
However, when I click one of these topics:

ASP.Net QuickStarts
ASP.NET Mobile Controls QuickStarts
Windows Forms QuickStarts
Common Tasks QuickStarts

The following message show up. I cannot see the contents to learn the topics.
my machine is XP pro. IIS5.1. It seems everything is OK.
I installed MSDE and run the configuration scripts, and virtual directories are in
in IIS5.1

Background:
This error is caused when the server has a list of IP addresses that are not allowed to access the site, and the IP address you are using is in this list.

Hi Louis,

The issue stems from the fact that the anonymous user is not allowed access
to the frameworksdk directory.

Check your IIS Security settings for the QuickStarts Virtual Directory and
remove anonymous access.

But, when I click the quickStart link, it is http://localhost/..
This should have worked

It is much grateful if you could provide more detail on how to change the security setting
if your time allows
