Symptom - Crosslink of CAB file and MSI on Build -- dotnet setup

Subsequent to upgrading some merge modules, any build I run, crosslinks the
CAB file built during the compile to the MSI that is created for the same
distribution. Following the build, the computer locks up. This happens every
time unless I build from Safe Mode. I reinstalled all my software. I
re-downloaded all my merge modules. The symptoms began roughly around the
start of this year. Prior to that I have six months without this symptom.
I have also rebuilt the project to see if this would make a difference. It
did not. Same symptoms.

If I edit with ORCA and compare the builds, I notice there are a lot of new
references in the property table to several files beginning with
"Global_Controls_ ...":
Global_Controls_Comdlg32ocx_r0.576D64B0_7413_11D2_B954_006097C4DE24
Global_Controls_COMCATDLL_r0.3207D1B0_80E5_11D2_B95D_006097C4DE24
many others...

What can any of this mean?

Check to see if your MDAC was rolled back to an earlier version.
